ग्रामीण आवास हेतु वर्ष १९९९ - २००० में भारत सरकार द्वारा साखमय अनुदान योजना नाम से यह योजना शुरू की गई ,जिसमें केंद्र एवं राज्य सरकार की हिस्सा राशि ७५ : २५ का है। योजना में ऐसे परिवार जिनकी वार्षिक आय मात्र ३२,००० रुपयों से कम है व [1] जिन्हें इंदिरा आवास योजना में सम्मिलित नहीं किया गया है , को लाभन्वित किया जाता है। योजना के अंतर्गत ₹ १५,००० अनुदान के रूप में दिए जाते है तथा मकान की लागत के शेष रुपये ऋण के रूप में अनुसूचित /वाणिज्यिक बैंकों द्वारा उपलब्ध कराए जाते हैं , जिनकी अदायगी लाभार्थी द्वारा की जाती है। ऋण की अधिकतम सीमा ₹ ५०,००० तक है।
